HHS is expanding the public health industrial base and developing innovative solutions to address critical deficiencies in the public health supply chain by working across the U.S. Government and with academia and the private sector.

ASPR's Center for Industrial Base Management and Supply Chain (IBMSC) aims to build a diverse, agile public health supply chain and sustain long-term U.S. manufacturing capabilities by investing in medical product Industrial Base Expansion (IBx) capacities that can enable ASPR to respond to future public health emergencies.

IMBSC Objectives

Promote multi-functional capabilities, including advanced manufacturing and supply chain optimization, that ensure relevant stakeholders can access necessary raw materials and components needed for domestic manufacturing.

Establish innovative domestic industrial base programs and enduring, sustainable partnerships across the medical countermeasure ecosystem including with biotech, pharma, distributors, healthcare, non-profit, and for-profit organizations; and

Sustain critical medical countermeasures and public health supply advancement and capacity while prioritizing long-term, viable, adaptable domestic industrial base infrastructure to sustain commercial markets, partnerships, and life-cycle supply chain management.

Program Highlights

Diagnostic Test Membranes

Launched first and only nitrocellulose membrane production facility. Nitrocellulose membranes are used for the production of a wide range of medical tests - from heart attack tests to test that diagnose infectious diseases. This facility plans to produce 600-700 kilometers of lateral flow membrane annually.

Expanding Research and Manufacturing Facilities to Create 15 Critical Products:

New state-of-the-art manufacturing ecosystem will manufacture drugs in several critical therapeutic classes, including cardiovascular, pain and sedation, respiratory, antidote, antiemtic, antibacterial, and anticholinergic. This U.S.-based facility will take 15 drugs completely through the pharmaceutical manufacturing lifecycle, from development to production.

On-Demand IV Fluid

An automated, point-of-care, sterile saline manufacturing system that may help prevent or mitigate IV fluid shortages in the U.S. is under development and has started two demonstration projects. The new technology could produce up to 500 bags of IV fluid per day.

Carbon Black Pipette Tips

Every month, a new U.S.-based facility will produce 1,210 tons of Carbon Black, a high-performance compound engineered for chemical resistance, dimensional stability, and clean, contaminant-free processing. The material will be used to make pipette tips, which are essential for medical tests.

U.S. Manufacturing of 8 Critical Products

New U.S. drug manufacturing projects aimed at lowering production costs, reducing drug shortages, rapidly responding during national emergencies. Projects aim to make 8 critical sterile injectable or oral medications and their active pharmaceutical ingredients here in the U.S.

Operation Saline Shield

In the wake of September 2024’s Hurricane Helene, storm damage to one of the nation’s largest intravenous (IV) fluid manufacturing facilities posed a major threat to hospital and clinic operations across the United States. To prevent a healthcare crisis, IBMSC launched Operation Saline Shield, a coordinated federal response to stabilize the national IV fluid supply.
