NDMS in Action

Many heroes work behind-the-scenes, using their skills to impact the lives of people who find themselves in dire circumstances. The heroes of the National Disaster Medical System (NDMS) are everyday people who do extraordinary work, stepping up as part of a team to provide care to people who are facing catastrophic hardships. Here are a few of their stories.

ASPR’s Center for Industrial Base Management and Supply Chain Contract Award Portfolio

ASPR's Center for Industrial Base Management and Supply Chain (IBMSC) focuses on expanding, securing, and building resiliency across the entire public health and medical industrial base, as well as addressing shortages of life-saving medical countermeasures, inclusive of pharmaceuticals, personal protective equipment, durable medical equipment and other ancillary devices and equipment to diagnose, manage, and treat patients.

NDMS Teams of Responders

Working as a team to provide the best of care in the worst of times

NDMS teams are organized and trained groups of professionals who help devastated communities by providing emergency medical care; staffing medical shelters or medical stations; augmenting hospital staff; providing veterinary care; conducting disaster mortuary operations; managing logistics; synthesizing data; and more.

NDMS responders serve on an intermittent basis. When NDMS team members aren't responding to disasters, many of these people are the physicians, registered nurses, dentists, paramedics, and other medical and support professionals who serve in our communities every day.

The ASPR Disaster Telemedicine Program

The Administration for Strategic Preparedness and Response (ASPR) Disaster Telemedicine program is an all-hazards capability for the rapid deployment of personnel virtually during disasters and public health emergencies. During large-scale emergencies or simultaneous events affecting multiple regions, the program serves as a force multiplier. This capability also provides a more efficient and less resource intensive rapid mechanism for supporting disasters, especially in hard-to-reach and austere locations.

Healthcare and Public Health (HPH) Sector

Healthcare and Public Health (HPH) Sector

The Healthcare and Public Health (HPH) Sector is one of the 16 critical infrastructure sectors comprised of sector owners and operators and directed by Presidential Policy Directive 21 and the National Defense Authorization Act of 2021 to self-organize, in partnership with the government, around the mission to protect essential healthcare and public health assets and services from existential threats. As the Sector Risk Management Agency for the HPH Sector, ASPR's Division of Critical Infrastructure is the lead organization for identifying Sector priorities and goals to address risk assessment, mitigation and management, and coordinating Sector activities and functionality to further those priorities.

Activities of the critical infrastructure sectors, including the HPH Sector, are conducted under the Critical Infrastructure Protection Advisory Council (CIPAC) framework. CIPAC is an advisory council chartered by the U.S. Department of Homeland Security to support the implementation of the National Infrastructure Protection Plan. CIPAC provides a forum and certain protections to facilitate discussions and gather consensus advice on matters related to critical infrastructure planning, coordination and other relevant matters. ASPR's Current Response and Recovery Missions

At the request of states and jurisdictions, ASPR responds to and supports communities during many different types of disasters, such as hurricanes, earthquakes, pandemic disease, major transportation accidents, and more.

ASPR can provide medical and public health emergency support through the National Disaster Medical System, potentially life-saving data on medically vulnerable populations, emergency prescription assistance, behavioral health, technical expertise, and more.

Partnering with ASPR

ASPR collaborates with diverse group  of hospitals, healthcare coalitions, biotech firms, community members,  state, local, and territorial governments, and other partners across the country to promote innovation and improve readiness and response  capabilities. Ultimately, an inclusive public health community enables  the country to build a stronger, more agile system of preparedness, and  address complex challenges to our nation's health security.
