S3: Science Safety Security

In compliance with the Executive Order on Improving the Safety and Security of Biological Research issued on May 5, 2025, federal departments and agencies will revise or replace the 2024 United States Government Policy for Oversight of Dual Use Research of Concern and Pathogens with Enhanced Pandemic Potential and the 2024 Framework for Nucleic Acid Synthesis Screening. This page will be updated once the revised policy and framework are available.

Safe and successful scientific research  protects the nation and the world from infectious diseases, weapons of  mass destruction, and environmental changes. Emerging biological  technologies are and will continue to transform the foundation of our  physical world to benefit every American. The S3 project is a  collaboration between U.S. government departments and agencies to  further biorisk management education across a range of stakeholders.

Regulations, guidance, and best practice frameworks help to maintain safety and security throughout the research  enterprise. The resources provided here will give you an introduction to the breadth of these policies to promote communication, transparency,  and awareness about biosafety, biocontainment, and laboratory  biosecurity issues and activities in laboratories.
