ASPR Critical Infrastructure Protection Bulletins

The ASPR Division of Critical Infrastructure Protection (CIP) offers a variety of bulletins to stakeholders of the Healthcare and Public Health (HPH) Sector. These bulletins are used to share need-to-know information, useful resources, and timely incident alerts that allow HPH Sector stakeholders to personalize the information they receive. Stakeholders can choose from the following bulletins:

Bulletins that are published regularly:

  • HPH Sector Engagement: Provides a list of engagement opportunities open to the HPH stakeholders for essential HPH Partnership information sharing, as well as awareness and knowledge building
  • Preparedness and Response Updates:  Provides situational updates and resources to enhance organizational preparedness and resilience
  • Cybersecurity Weekly: Provides cyber news, resources, engagement opportunities, and security updates
  • Healthcare Supply Chain: Provides supply chain news, alerts, resources, and engagement opportunities
  • Infectious Disease Update: Provides emerging infectious disease tracking, news, resources, and engagement opportunities.

Bulletins that are published as needed and are tied to specific incidents:

  • Cyber Incident Response Bulletin: Sent as needed to provide alerts for major cyber incidents affecting the HPH Sector and mitigation tactics
  • Incident Response Bulletin: Sent as needed for all-hazard incidents (hurricanes, wildfires, earthquakes, cyber incidents, infectious disease, etc.) effecting the HPH Sector

Become a Part of the Government Coordinating Council or the Sector Coordinating Council

The Healthcare and Public Health (HPH) Sector Critical Infrastructure Protection Partnership (HPH Partnership) is a coordinating body of more than 300 private sector organizations (the Sector Coordinating Council (SCC)) and federal, state, local, tribal, and territorial (FSLTT) agencies (Government Coordinating Council (GCC)). Together, the SCC and GCC of the HPH Partnership form a public-private network that promotes situational awareness, coordination, capacity-building, and preparedness and response capabilities by fostering a shared understanding of Sector risks, needs, and opportunities. 

Government Coordinating Council (GCC)

The mission of the GCC is to support the actions of the Sector's work to sustain the essential functions of the nation's HPH system and to support effective emergency preparedness and response to nationally significant hazards. Representatives from FSLTT government offices will work with private sector partners to evaluate risks; coordinate plans and policy advice; and provide guidance to prevent, protect, mitigate, respond to and recover from all hazards faced by the nation's HPH critical infrastructure.

The objective of the GCC is to provide effective coordination of Sector security and resilience strategies and activities, policy, and communication across government, between the FSLTT governments, and between government and the private sector. The GCC will help develop and implement security strategies and initiatives for the Sector in support of the nation's homeland security mission. The GCC serves as the federal counterpart and partner to the private sector-led SCC. Collectively, these bodies will coordinate, plan, implement, and execute Sector-wide critical infrastructure protection, health system security, and resilience programs for the nation's HPH infrastructure. In addition, the GCC facilitates coordination with other Sectors as needed.

Sector Coordinating Council (SCC)

The SCC is a chartered organization comprised of private sector entities with equities in or closely aligned to the HPH Sector. The strategic function of the SCC is to serve as a partnership organization interfacing between the private and public sector it represents, including primarily its membership, the GCC, HHS, DHS, response agencies, and other federal, state, and local entities. The SCC’s partnership function has essential dependencies on the continuity of other critical infrastructure sectors. Therefore, the SCC actively engages in partnerships with other sectors to prepare for and respond to the healthcare needs of the Nation.

In addition to coordinating, managing, and maintaining collaboration between the private and public sector, the SCC is tasked with leveraging these relationships to coordinate and direct activities of individual owners and operators as well as collective actions. By coordinating activities, the SCC works to identify, prioritize, organize, and carry out the priorities of the Sector with the goal of safeguarding the U.S. healthcare system.

The SCC works to achieve its mission through communication, coordination, and collaboration by enhancing the bi-directional flow of information, guidance, and expertise within the private sector and with government leadership.
